WHITE PLAINS, Feb. 17 - A day after leaders of Westchester Medical Center, the financially troubled regional hospital, made what amounted to an urgent plea for government assistance, county and state officials said they were committed to helping the hospital, but stopped short of endorsing the specifics of its plans.
