Gov. Rod Blagojevich will announce two plans to address Illinois' nursing shortage during Thursday's State of the State address. The governor hopes to bring more nurses into the state, as well as encourage Illinoisans to start and maintain health-care careers, spokeswoman Rebecca Rausch said Monday.
